The World Intellectual Property Organization (WIPO) is one of a specialised agents of the United Nations. WIPO was created around 1967 by the founding member States "desiring, in order to encourage creative activity, to promote the protection of intellectual property throughout the world" . It has 182 member states, & administers Twenty-one international treaties. A headquarters of WIPO come inside Geneva, Switzerland.
History
A predecessor to WIPO was a BIRPI (Bureaux Internationaux Réunis pour la Protection de la Propriété Intellectuelle, French acronym for United International Bureau for the Protection of Intellectual Property), which got been install inside 1893 to administer the Berne Convention for the Protection of Literary and Artistic Works.
WIPO was formally created per Convention Establishing the World Intellectual Property Organization (Signed at Stockholm on July 14, 1967 and as amended in September 28 1979). Under Article Three of this Convention, WIPO tries to "promote the protection of intellectual property throughout the world." WIPO became the specialised professional of the UN inside 1974, when above-above-named.
Unlike more branches of a United Nations, WIPO has tremendous fiscal resources which are then generated from either the collection of fees per International Bureau (IB) under a Patent Cooperation Treaty, which it administers.
Critique
When using a lot UN multi-government forums WIPO is non an elective person, a few argue that WIPO doesn't so work in the interests of citizens when its member states come either non popular or even come extremely abstracted authority which are then single lobbied profits by major corporations. WIPO occurs as one country, one vote forum. This is important, because there is a significant North-South divide in the politics of intellectual property. When you took a 1960s and 70s, developing countries were able to prevent expansions to noetic property pact (like universal pharmaceutical patents) which might keep close at hand occurred across WIPO.
In the 1980s, this led to the United States "forum shifting" intellectual property standard-setting out of WIPO & into a General Agreement on Tariffs and Trade (later a WTO), where a Northerly got greater control of the agenda. This strategy paid dividends by having a enactment of TRIPs.
Good deal of a significant functiin is done across committees, including for instance a Standing Committee in Patents (SCP), a Standing Committee in Copyright & Related Rights (SCCR), a Advisory Committee in Enforcement (ACE), & a Intergovernmental Committee (IGC) in Access to Genetic Resources, Traditional Knowledge & Folklore, & the Working Class action on Reform of the Patent Cooperation Treaty.
Within October 2004, WIPO agreed to "adopt a proposal offered by Argentina and Brazil, the "Proposal for the Establishment of the Development Agenda for WIPO" - from the [http://www.cptech.org/ip/wipo/genevadeclaration.html Geneva Declaration on the Future of the World Intellectual Property Organization]. This proposal was well supported by developing countries, and by a large contingent of civil society. This has resulted in a draft [http://www.cptech.org/a2k/ Access to Knowledge], or A2K, Treaty.
